You need to connect the router using LAN cable or wireless SSID to access router settings from the browser. you need to physically be available near the router to access settings if remote login is disabled in the router.

IP address not working or taking a too long time to respond may come due to many network misconfiguration issues or settings may change.

If using LAN connection check LAN cable working and connected to router LAN port instead of WAN.
For wireless connection check if you are connected to the same WiFi router network.
If IP address not working make sure the default IP address 192.168.9.1 is already changed with any other new IP address.
